NOTE BY THE SECRETARY.

THE annexed Memorandum No. 430 M by the Colonial Defence Committee on the scale of attack on the Pacific Coast of Canada has been prepared in response to a request from the Governor-General of Canada for an expression of opinion as to the nature of attack to which Prince Rupert, the terminal port of the Grand Trunk Pacific Railway, may be exposed in a naval war.

2. It was thought expedient to take advantage of the opportunity offered by the request of the Governor-General to discuss the question of the scale of probable attack on the Pacific Coast of Canada generally.

3. The opinions expressed in the Memorandum, as regards the particular case of the Pacific Coast of Canada, are based upon the general principles set forth in C.D.C. Memorandum No. 417-M, "Principles of Imperial Defence" (C.I.D. Paper, 62-C1), which received the approval of the Committee of Imperial Defence at their 107th Meeting held on the 14th July, 1910.
