with cholera and other infectious diseases which may affect more than the locality, should be left untouched.

With regard to these principles there will pro- bably be little discussion. But it is more open to question whether we should add to them the fol- lowing:-
7. The power of confirming bye-laws made by local authorities should not be given up.
8. Powers of a Central Department, the exercise of which must be preceded by technical inquiries on the spot, requiring a highly paid and experienced technical staff, should not be transferred to the County Council.
