1. The Secretary of State for Foreign Affairs

informed the Cabinet that he had received

Mr Kellogg's further communication covering

the revised Multilateral Pact, which was now

being examined in the Foreign Office. Before

making any proposals to the Cabinet he wished

to receive a Report on the subject from Sir

Cecil Hurst, who was at present at Geneva with

Lord Jushendun, where he would have the opportu-

nity to exchange views with the French and

German Legal Advisers, M. Fromageot and Herr

Gauss. The situation was not without consider-

able difficulties, partly owing to the fact that

the American Secretary of State had not gone very

far to meet the criticisms of the original draft,

and partly owing to the desire of some of the

Dominions to accept the draft without further

comment. Sir Austen Chamberlain asked the

Cabinet to give him a little time to obtain

reports from the Foreign Office.
