That the Secretary of State for the Colonies should be authorised to inform Dr. Weizmann that the Cabinet see very grave difficul- ties in supporting the proposals of the Zionist Organisation, and that, without finally rejecting them, they could not at present offer them any encouragement. Mr Amery was authorised to add that the Cabinet were anxious to do all that they could towards the support and development of Palestine.
