(1) Approved the draft Agreement and Annex to OPD(67) 81 as a basis for negotiating a Defence Agreement with Mauritius on the understanding that Article 3 of the draft would be complemented by a Confidential Exchange of Letters between the two Governments making clear that the provision of any assistance in the event of a threat to internal security would be entirely at our discretion.
(2) Agreed that we should aim at a tern for the Agreement
allowing us to give termination with a year's notice after six years but that our negotiators should have discretion for the term to be up to ten years should this be necessary in order to reach agreement.
