THE PRIME MINISTER, summing up the discussion, said that there was
general agreement that the arguments against the imposition of oil sanctions against Mozambique were overwhelming. But the possibility of
bringing indirect pressure to bear on CFP through third countries should
be further examined. As a first step it was essential to know precisely where CFP obtained its oil supplies and which other countries, especially African countries, it supplied. Another possible means of bringing
indirect pressure to bear on CFP which should be examined, was to
persuade the United States and British oil companies to reroute their
supplies of oil to the Transvaal through a South African port. When
these further studies had been completed, the Committee should resume
its discussion.
The Committee
(1) Invited the Minister of Power to arrange for a study to be made of the sources from which CFP obtained its oil and the countries which it supplied and to report to the Committee.
(2) Invited the Minister of Power to explore further the
possibility of persuading British and American oil companies to reroute their oil supplies for the Transvaal through a port in South Africa.
(3) Agreed to resume their discussion at a subsequent
meeting.
