we had with the Americans in the field of communications security and

intelligence. On the other hand, if we went for a European system we

could not achieve an adequate standards of security and interoperability

with Mallard without releasing United States' cryptographic information,

which would imperil our association with the Americans in cryptography and

the intelligence field generally.
