or a constitution falling short of full internal self-government, the
principle of self-determination required that this should be internationally
accepted.
The Committee
(1) Agreed that we should plan to hold a referendum in Gibraltar
on the lines, and subject to the consultations, proposed
in OPD(67) 16. This would offer the choice to the people
of the Colony between:
(a) passing under Spanish sovereignty according to
Spain's proposals; and
(b) continuing in association with the United Kingdom, though retaining the option to choose association with Spain at some later date.
(2) Invited the Foreign Secretary and the Minister of State for Commonwealth Affairs to determine in the light of the discussion what form of words might appropriately be used to describe the continuation of association with the United Kingdom under the second choice to be offered in the referendum.
