8. In my opinion, the time has come seriously to consider the introduction of legislation in line with the Commission's recommendations, subject to the qualifications already made and any others that further examination may suggest. I accordingly recommend that the Ministerial Sub-Committee should be reconstituted to consider the matter again with a view to the introduction of legislation in the next Session. A highly controversial matter of this kind cannot be safely left to the later stages of a Parliament.
