Remarks
This Bill might be popular in
the East Midlands but it would probably involve expenditure from the Exchequer. Other diffi-
culties arise from the complexity of the law and from the arrangements for the nationalisation of the iron and steel industry. Finally there is the moratorium where- by acquisition by the State of development values in minerals is deferred until July, 1951, and the payment of development charges by mineral operations becomes due at the same date.
