126. The figures for Contractors' European and African staffs include those employed not only on land-clearing and construction work by John Mowlem & Co. Ltd., at Nachingwea, but also those employed by the other Contractors engaged in the Southern Province.

Mkwaya

127. One landing hard was in operation, and progress had been made in the provision of a second. Only one T Head pier had been completed: the stacking ground was unfinished. One of the two port workshops had been finished, and a Technical Stores building almost completed.

Mtwara Harbour

128. Towards the end of the year a serious shortage of labour in Mtwara, which had slowed up the progress of work, ended. The Contractors how- ever, were a long way behind their schedule. Food shortages in the area had also affected their timetable.

129. At the end of March, 1949, very little progress had been made on permanent work, and the situation was as follows:
