Local administration should be continually reminded, as may be appropriate, of the need for social progress and equitable distribution of wealth.

Establishment of normal friendly relations with the United Kingdom. Efforts to consolidate Israel's western orientation.

Great care to be exercised about the rôle of Israel in the Middle East. Early settlement of outstanding Palestine questions, including particularly maximum Israeli contribution to refugees.

Reopening of Haifa refinery.
