incidence of such further cuts can be made without full consultation with Departments, and before this is undertaken it would be necessary to secure a prior decision in principle by the Government that a substantial total cut must be imposed, even if it involves consequences of the kind indicated above.
(iii) At the same time it would be necessary to ensure that any savings achieved by these methods were not frittered away by authorising less essential works in the interests of avoiding unemployment in the industries which were immediately affected by the cuts.
