INTERNATIONAL WHALING COMMISSION

Memorandum by the Secretary of State for Scotland and the Minister of Agriculture and Fisheries

The first meeting of the International Whaling Commission provided for by the International Convention for the Regulation of Whaling 1946 (CMD. 7043, of which a copy is attached) was held in London from 30th May to 7th June, 1940.2

Seventeen Resolutions were passed by the Commission, but most of these deal with minor matters, and, we need only trouble our colleagues with those which involve amendments to the Schedule to the Convention, i.e. Resolutions 10, 11, 13 and 14. The text of these Resolutions, together with explanatory notes, is appended.

3. Article V of the Schedule requires that amendments to the Schedule shall be notified to each contracting Government for acceptance or rejection within 90 days following notification. The Commission has notified His Majesty's Government that it is proposed that the 90 day period referred to above shall be deemed to begin on 10th July, 1949.

We recommend that these amendments be accepted.
