suggest that, in addition to the official examination of the working of the National Dock Labour Scheme, the Government should, as soon as the present strike is over, appoint a body, consisting of employers, trade union officers and social welfare workers, to make a thorough investigation into the causes of unrest in the docks. I have not con- sidered the names of the possible members of this body, but I think a person like Sir Frederick Leggett would be the right kind of Chairman.
