Article 20.
The signatory Powers shall take the necessary measures to instruct their naval forces, especially the personnel protected, in the provisions of the present Convention, and to bring them to the notice of the public.

Article 21.
(a) The Signatory Powers likewise undertake to enact or to propose to their Legislatures, if their criminal laws are inadequate, the measures necessary for checking in time of war individual acts of pillage and ill- treatment in respect to the wounded and sick in the fleet, as well as for punishing, as an unjustifiable adoption of naval or military marks, the unauthorized use of the distinctive marks mentioned in Article 5 by vessels not protected by the present Convention.
(b) They shall
communicate to each other, through the Netherland Government, the
enactments for
preventing such acts at
the latest within five years of the ratification of the present Convention.

Belligerents shall be at iberty to conclude, beyond the bligations arising under the resent Convention, the articular agreements which they ay deem necessary.
Article 29.
Belligerents shall be
at liberty to conclude, beyond the obligations arising under the present Convention, the particular agreements which they may deem necessary.
rticle 26.
(a) The provisions of the present onvention shall be respected by he High Contracting Parties in all ircumstances.
(b) In time of war, if one of the elligerents is not a party to the onvention, these provisions shall, etween the belligerents who are arties thereto.
(c) Belligerents who are parties the Convention should use their est endeavours to ensure that their
lies conform to it as far as ossible, whether they are
gnatories or not.
Article 25.
(a) The provision of the present Convention shall be respected by the High Contracting Parties in all circumstances.
(b) In time of war, if one of the belligerents is not a provisions shall,
nevertheless, remain binding as between the belligerents who are parties thereto.
Article 18.
The provisions of the present Convention do not apply except between Contracting Powers, and only if all the belligerents are parties to the Convention.

Article 27.
(a) In case of fighting on board warships, the sick bays shall be respected and spared as far as possible.
(b) The said sick bays and their equipment shall remain subjected the laws of warfare, but they may not be diverted from their purpose so long as they are required for the wounded and sick. The Commander into whose power they have fallen may, however, apply them to other purposes, in case of urgent military necessity, after ensuring the proper care of the wounded and sick who are nursed there.
