should be so adapted as to enable the Commonwealth to include a republican India which owes no allegiance to the Crown. They will explain that the United Kingdom Government have arranged for these papers to be prepared so that all Commonwealth Governments should be ready to face that situation, if it should arise, and should have considered in advance whether such a change in the constitutional basis of the Commonwealth connection could be made and what risks it would involve.
