In addition to these numbers required for permanent work, about 10 launches, 17 cargo-boats, and 3,000 coolies would be required for the first day or two in distributing the garrison and stores. It is not anticipated that any difficulty would be experienced in obtaining these. There are about 130 steam-launches belonging to local firms, and it would be practicable to hire as many as are required at the rate of 30 dollars per diem. Junks and cargo-boats are also available in large numbers for the transport of stores.
