In addition to these numbers required for permanent work, about 10 launches, 17 cargo boats, and 3,000 coolies, would be required for the first day or two in distributing the garrison and stores. It is not anticipated that any difficulty would be experienced in obtaining these. There are about 100 steam-launches belonging to local firms, and it would be practicable to hire as many as are required at the rate of 30 dollars per diem. Junks and cargo-boats are also available in large numbers for the transport of stores.

Launches.

From the various steam-launch Companies and private firms. Coolies. To be obtained in large numbers locally. Launches. For medical services, 2; for submarine mining purposes, 1; for general transport duties, probably a daily average

of 3 beyond the establishment. Boatmen.-20 for manning the row-boats; 20 for submarine mining purposes. Coolies.- Coolie corps: 212 for general transport, 17 for telephone and telegraph messengers. The 6 Superintendents would be Chinese-speaking Eurasians. No special arrangements are necessary.

On first day or two, including the special services detailed in annexed Table, total cost about 1,000 dollars; afterwards about

100 dollars daily in addition to maintenance of existing establishment, and including hire of coolie quarters.
