(H.)-Action by Army Pay Department.
Money would be raised in the same manner as in time of peace; there would be no difficulty in obtaining any amount, as trade would be suspended and the banks would be glad to get Government bills for dollars.
A guard would be required for the Hong Kong and Shanghai Bank, as it is to all intents and purposes the Government Treasury, the public money being lodged there.
Extraordinary Payments.--The following is a rough estimate of the extra cost that would be required for special purposes on outbreak of hostilities. payment being probably required to be made at once or within two or three days :-
