The map attached to this Report illustrates the distributions into sections, and shows the positions of the batteries, mine-fields, signal-posts, and projected works.

Position of Army Head-quarters.-The Fortress Head-quarters will be at Head-quarter House, as the most central position from which to direct operations, or to move by land or water to any section or group of sections of the defence.

It, and the offices in Commissariat Buildings (150 yards distant), which will be connected with it by telephone, will be the centre of the military system of telegraphs, telephones, and visual signalling. It will thus be in communica- tion with all the signal "stations, and with the Commodore's head-quarters. Telephonic communication will be made between the Commissariat Buildings and the Government telephone system.

Engineer Supervision.-Owing to the paucity of officers of the Royal Engineers, the sections are grouped for engineering duties (other than sub- marine mining) into four engineer districts. The officers and men of the Fortress Company and Submarine Mining Company, localized in sections, will be under the command of the Section Commanders, subject to the supervision, for engineering and submarine mining purposes, of the district Engineer officers and the officer in charge of submarine mining respectively.

General Duties of Section Commanders.~The Section Commanders will be appointed by name in garrison orders, and whenever they are temporarily absent their places will be filled by similar notification,

They will at all times keep themselves familiarized with the character of the area comprised in their commands, with all details of troops and matériel assigned to their sections, and with the objects and duties severally intrusted to them. On mobilization they will be directly responsible to the General Commanding for at once reporting any deficiencies, for maintaining the discipline and efficiency of the troops placed under their charge, and for the due performance of the duties laid down in the separate instructions issued to each. They will also, on mobilization, be responsible for the accommodation of their men in quarters, huts, or tents.

In active operations Section Commanders will, so far as is compatible with their responsibility, leave the working of the arms other than their own to the Senior Officers of those arms respectively.

(B.)—Distribution of Troops and Armament.

The complete distribution of the garrison for defence is shown in the annexed Tables (Schedules I and II).
