(i.) At the Precautionary Stage.
3. He will issue the necessary orders for :-
(a.) The movements of the Royal Engineer personnel to their stations, and for the following:
(b.) Preparations to hand over, after consultation with Director of Public Works, all those military buildings and works in progress which he considers should be proceeded with, but which the Royal Engineers, owing to requirements of mobiliza- tion, cannot undertake.
(c.) Arranging with Director of Public Works to render such assistance as may be possible in supervision, labour, and materials for the construction and repair of defence works, communications, &c.
(d.) Preliminary arrangements for contracts for defence works to be so constructed on mobilization, and stores for same.
(e.) Carrying out the action laid down for O. i/c electric lights and telephones in (EE) (ii) and (EEE) (ii).
(ii.) At the War Stage.
4. He will issue necessary orders for :----
(a.) Completing the Royal Engineers mobilization.
(b.) Carrying out such transfers of works and building to the Director of Public Works as are agreed on.
(c.) Completing the contracts arranged for in the precautionary stage as cannot be carried out by the Director of Public Works.
(d.) Carrying out the action laid down for O. i/c electric lights and telephones in (EE) (iii) and (EEE) (iii).
(e.) Gradually substituting mat-sheds for tents throughout the command.
5. He will arrange with the Command Paymaster for necessary funds for carrying ont works of defence, &c.
