6. If difficulty is experienced in taking up private craft for local defence, on receipt of the "Warning" telegram, his Excellency the Governor is to be requested to proclaim the Order in Council of the 26th October, 1896 (vide "Instructions on Defence Matters," Art. 90).

7. To place the Net Defences a large amount of casual labour will be hired by the Naval Compradore, but once rigged and placed they will be worked as follows:-

Naval Dock

Naval Camber Kowloon Camber Hongham Dock Quarry Bay Dock

Naval riggers.

By their own men.

8. Details of the manning arrangements at the commencement of mobilization will be found in Schedule 1.

9. The Commodore is responsible that arrangements are made in peace, to visit, for the purpose of gaining information, all merchantmen entering harbour during mobilization, and war.

10. Instructions to this effect are included in the orders for Officers in Charge of the Examination Steamers.

Their reports will be forwarded to S.N.I.O.

11. The Commodore will inspect all arrangements, and report to the Commander- in-Chief on the 1st January each year that they are, in his opinion, quite satisfactory, and that all orders, telegrams, letters, &c., are made out in readiness for issue.
