CHAPTER III.
ACTION BY STAFF AND ADMINISTRATIVE SERVICES.
(A.)—General Review of Measures to be taken.
(i.) At the Precautionary Stage.
1. Notification that the precautionary stage of the Defence Scheme is to be adopted will be sent in the form of a warning telegram by the Secretary of State for the Colonies to the Governor, who will notify the General Officer Commanding (vide Preface).
This stage will be intimated to Commanding Officers by the following message, Precautionary measures," which will be sent by telephone or messenger, immediately acknowledged to the General Staff Officer.

2. Troops will be immediately distributed as laid down in Table B (i), Chapter II. 3. The telephone system (Table E (vi), Chapter III), is open for work night and day. 4. The signal system (Table F, Chapter III), is also in operation day and night.
5. Action will be taken by Staff and Departmental officers as laid down under their respective headings in this Chapter, and by the Civil Administration as laid down in Chapter VI.
6. An Intelligence Officer will be appointed, who will be attached to the General Staff, and will act under the orders of the General Staff Officer.
(ii.) At the War Stage.
7. The war stage will be similarly notified by telegram to the Governor on the outbreak of war, and will be communicated by him to the General Officer Commanding, who will issue the orders to mobilize. Action as detailed under the heading of war stage in this chapter will be at once taken by Staff and Departmental officers and by the Civil Administration, as shown in Chapter VI.
8. The following measures will also be taken :-
(1.) Troops will be distributed as shown in Table B (ii), Chapter II.
(2.) The enforcement of cable censorship.
(3.) All available measures for obtaining intelligence of the enemy will be put
in force.
(4.) The construction of gun and howitzer emplacements, field magazines, block- houses, earthworks, &c., as shown in Table E (ii), Chapter III.
(5.) The building of mat-sheds to shelter the garrisons of sections and fire commands.
(6.) The Hong Kong Volunteer Corps will be called out for military service, and efforts made to complete them to establishinent. (See Proclamation (ii), Chapter VI (1), (ii).)
(7.) A Provost-Marshal will be appointed.
(B.)-Action by General Staff Officer.
(i.) At the Precautionary Stage.
1. On receipt of orders from the General Officer Commanding, he will send the message "Precautionary measures" to Commanding Officers.
