3. Movements of vessels in or out of the harbour are prohibited between sunset and sunrise.
4. Torpedo boats and destroyers will be admitted under the same general rules as other vessels during daylight. During the hours of darkness and in thick weather, torpedo boats and destroyers may approach the port, but they must do so at slow speed; at night with all their lights showing, and in thick weather blowing their sirens, as provided in the regulations for preventing collision at sea. They must not cross the examination line without first communicating with the examination vessel. They are not to be allowed to enter the port except under the following conditions :--
The initial letter of the fortress countersign of the day will be communicated by the Examining Officer to the torpedo boat or destroyer, if friendly, and will be displayed by the latter, by flag by day and by flashing signal by night, while passing the examination line.
This arrangement has been communicated to the S.N.O. for the information of the Admiralty.
5. The following is a list of signals approved by the Senior Naval Officer for communication from battery to examination steamer, when the latter cannot read the semaphore :----

It is possible that a look-out party or a battery may see a steamer before the "examination steamer

do so, in which case the information would be at once communicated to the examination battery, which would fly a flag according to code.
With reference to cases where examination steamer has reported a ship “doubtful" and requires further instructions from the Chief Examining Officer.
NOTE. It is not intended that the above code should be used for junks, nor will it be answered by the examination steamer.
