(F.)—Action by O.C.A.S.C.
(i.) At the Precautionary Stage.
1. This officer will perform the duties of Director of Supplies and Transport. At this stage he will take immediate steps to ensure the provision of coolies, and also the provision of other transport required for the distribution of the personnel and matériel.
(1.) Transport.
2. Transport requisitions for the conveyance of troops and baggage to the sections of the defence would consist of coolies by land, and steam and cargo boats by water. The Officer i/c Transport is in charge of all army transport, to whom requisitions will be forwarded.
All transport, however, required for the movement of troops during the above stage will be provided without requisitions. Table F (i), precautionary stage, shows the detail of transport required for the distribution of troops and stores to their allotted positions, the point at which it will be required, and how it will be furnished.
(2.) Supplies.
3. The rationing of troops will be carried out as in peace time. Requisition should show clearly how the rations are to be distributed by the Officer i/c Supplies to the various detachments. Detachments at a distance from Headquarters will carry two days' rations as a reserve.
(ii.) At the War Stage
Action by Director of Supplies and Transport.
1. He will take immediate steps to ensure :
(a.) The provision of 4,157 coolies, of which he will engage under existing contract 2,157, the balance being arranged for by the Captain Superintendent of Police, and also the provision of other transport required for the distribution of all personnel and matériel.
(b.) The organization, maintenance, and housing of two coolie corps, and the provision of certain other coolies required by the troops.
(c.) The accumulation of the necessary supplies, their distribution, storage accommodation, and efficient protection.
2. The distribution of A.S.C. officers for supply and transport services as under :- Second officer A.S.C. as Officer i/e Supplies, having under him the Inspector of Army Schools, for supply duties at Kowloon.
Third A.S.C. officer as Officer i/c Transport, assisted by Superintendent of Water Transport.
Fourth officer A.S.C. as Officer i/c Transport, Kowloon.
(1.) Transport.
3. All transport required for movement of troops, equipment, &c., on mobilization will be provided without requisition. After mobilization, all transport requisitions will be addressed to the Officer i/c Transport, and will be dealt with by him.
