(ii.) Electric Lighting and Brennan Torpedo.

1. The eastern entrance is provided with five electric lights, consisting of one search- light, one concentrated fixed beam, and three dispersed beams, of which one is spare.

The western entrance is illuminated by two sets of lights placed respectively at Belcher and Stonecutters, the former set consists of two search-lights, of which one is spare, and four dispersed beams, one being spare. At Stonecutters there are one search-light, one concentrated fixed beam, and five dispersed beams, of which one is spare. I

2. There is a Brennan torpedo installation at Lyemun.

(1.)—Action by O.C.E.L.-Electric Lights and Brennan Torpedo.

1. In time of Peace. He will see that all gear is ready for immediate running at short notice, and that a reserve of carbons, lubricating oil, and stores, for at least two nights' continuous running, is maintained in each section.

The coal and fuel oil stored near the engine rooms is not to fall below the following:- For each steam engine, seven days' continuous running.

For each oil engine, half the storage capacity provided.

He will detail to sections for mobilization the officers, n.c.os. and men of the 40th company and the E.L. Staff.

2. At the Precautionary Stage. He will send out a further supply of carbons, lubricating oil, &c., and arrange to renew this supply from time to time.

He will send out any stores that may be required for the Brennan installation.

He will requisition on the A.S.C. for the coal, oil, &c., required to fill coal stores and reserve oil tanks.

He will moor a buoy on Kellett Bank to mark the intersection of the Belcher examination line and the line closed to traffic (S. 27o W., true) from Stonecutters West Battery.

The coal bunkers of the R.E. launch "Miner" will be filled up, and this vessel kept under steam by night and day.

If this vessel is laid up, a launch to replace her will be hired. This launch will be obtained through the A.S.C.

3. At the War Stage. He will detail the Volunteer Engineers, and send out to sections the number of n.c.os. and men, R.E., and Volunteers detailed in Table E (ii).

All the lights will be kept running continuously from dusk till daylight, and the Brennan installation will be kept manned by day and night.

4. After mobilization is completed a daily report of the condition of lights will be sent in by the O.C.E.L. of each Section to his Section Commander, and a summary of any casualties telephoned to the O.C.E.L. at headquarters, who will arrange for repairs, calling in the men from sections as necessary. The O.C.E.L. will also frequently visit the sections and confer with the Section Commander and Section O.C.E.L. as to any defects brought to notice, or improvement which may be possible in the working or manning of lights or torpedoes.

(iii.) Telephones.

1. Two separate military systems of telephone communication, known as the Command and Administrative systems, are provided throughout the fortress, and have already been described in Chapter II (C) (ii).

(1.) Action by O i/c Telephones :---

1. In time of Peace. He is responsible for the maintenance of all Section and R.A. lines, and for the provision and maintenance of the instruments for the Section and Headquarter offices.

2. He will keep a register of operators, both civil and military, and will detail them to their posts.

3. He will arrange for the training of operators, about 50 per cent. more than the number required being trained to provide for casualties. Selected men should be trained for the Exchange and Headquarter offices.

4. He will arrange for the stores and instruments required on mobilization being kept always ready for immediate use. As a general rule, instruments and batteries are best not kept in out- lying offices, even when located in a permanent building.

5. At the Precautionary Stage.—He will distribute such of the instruments to operators for Fortress Headquarters, Section Commanders, and all posts, and he will have them connected to their lines. The A.S.C. Transport Coolies in Table E (ii) will be available at this stage.

6. He may engage such additional coolies as may be necessary for the repair of the lines. 7. All administrative offices will be kept open on Sunday as on week days.

8. At the War Stage. He will arrange to at once distribute the operators and the remaining

instruments to their stations, and will complete the work given in Table E (ii).

9. The whole of the offices shown in Table E (iii) will be opened as soon as possible, and a report sent to the Major, General Staff, when they are completed, which should be on the first day of mobilization.

10. All offices will then be kept open night and day, and additional offices may be opened and lines run as stores and time permit.
