(K.)-Action by Chief Paymaster.
1. Money would be raised in the same manner as in time of peace; there would be no difficulty in obtaining any amount as trade would be suspended, and the banks would be glad to get Government bills for dollars.
2. The Officers and Clerks of the Army Pay Department would be available to a great extent for employment on special duties at the discretion of the General in command.
3. The Chief Paymaster will, on the threatened outbreak of hostilities, place himself in communication with the Colonial Treasurer, and will open an account for all war services. This account will be subject to subsequent adjustment between the Imperial and Colonial Governments. An estimate of the initial and weekly recurring cost of the various war services is to be submitted.
