CHAPTER III (E) and (F).
(4.) State of Progress of Work.
No. I (Western) Section.-Ready except fitting up, connecting up, testing, &c., for which no properly trained men are available, in consequence of which this class of work progresses very slowly. The alarm circuits are complete, except that bells have been substituted for gongs, pending receipt of latter.
No. II (Central) Section.—The following lines are not erected, viz., those to Waterfall Bay, to Aberdeen, to Deep Water Bay, to Repulse Bay, to Stanley. Some alterations to existing telephone huts are required. The remainder is complete, except fitting up, &c., as to which see under
Section I.
No. III (Eastern) Section.-The lines from Tytam Tuk and Boa Vista, and the alarm circuit from Cape Collinson, are finished as far as near Sywan Battery, thence to Section Commander they are in band. The fitting up, &c., of the lines to Haiwan Hill, F.C. No. 3, and Gough Battery is finished at the outer ends, but the Lyemun ends have still to be done, as also the fitting up, &c., in the remainder of the Section, as to which see under Section I.

No. IV (Northern) Section.-The lines in the Kowloon Hills have not yet been begun. wires from Section Commander as far as Hung Hom are finished, but from Hung Hom to Tai-kok-Tsui (for Stonecutters), and from F.C. No. 4 to West Battery are all to be reorganized as work on the administrative lines progresses along this route. As regards this latter, material and labour are available, but there is no supervision available.

(F.)-Action by O.C.A.S. C.
1. This officer will perform the duties of Director of Supplies and Transport. On the outbreak of hostilities, he will take immediate steps to ensure :—
(a.) The provision of 3,686 coolies, of which he will personally engage under exist- ing contract 1,686, the balance being arranged for by the Colonial Secretary; and also for the provision of other transport required for the distribution of all personnel and material.
(b.) The organization, maintenance, and housing of two Coolie Corps, and the entertainment of certain other coolies required by the troops.
(c.) The accumulation of the necessary supplies, their distribution, their storage accommodation, and their efficient protection.
2. The distribution of A.S.C. officers for supply and transport services as under :- Second officer A.S.C. as Officer i/c Supplies, having under him the Inspector of Army Schools for supply duties at Kowloon.
Third officer A.S.C. as Officer i/e Transport, assisted by Superintendent of Water Transport and Fourth A.S.C. officer, the latter as Officer i/c Transport, Kowloon.
Six European civilians will be engaged as issuers at the sub-depôt of each section of the defence.
(i.)-Transport.
3. The transport requirements for the conveyance of troops, guns of the movable armament, supplies and stores to the sections of the defence would consist of coolies by land, and steam launches and cargo and water boats by water.
The Officer i/e Transport is in charge of all army transport, and all requisitions for transport, where necessary, will be addressed to and dealt with by him. All transport, however, required for movement of troops, equipment, &c., on mobilization will be provided without requisition.
4. The Officer i/e Transport will at once place himself in communication with the Harbour Master, and will, with his co-operation, charter the extra launches, cargo and water boats, for the distribution of all personnel and matériel.
5. Table F (i) shows the detail of transport required for the distribution of troops, with their equipment, to their sections of defence, the points at which it will be required, and how it will be furnished.
All the transport detailed in this table will be maintained until all the troops and stores have been distributed to their sections, when the whole or part thereof may be discharged at the discretion of the O.C.A.S.C., who will bear in mind the contingency of Sections having to be reinforced and provide therefor.
