The Committee satisfied themselves, by inspection of the site, that the condition above laid down could be complied with.

5. Regarding possible forms of attack by night, viz. :--

(1.) By small vessels of little fighting value.

(2.) By boats.

At the eastern entrance where the channel is contracted to about 400 yards—a com- paratively small amount of defence should be sufficient to deter attack.

At the western entrance, on the other hand, the main channel between Belcher's Point and Stonecutter's Island is 3,600 yards in width. Owing to the limited range of electric lights, the Committee consider that it is impossible adequately to defend this channel by fixed armaments on shore, and the armaments recommended below for this channel are what the Committee consider to be the best to meet the case under existing conditions.

The channel north of Stonecutter's Island is about 1,200 yards wide, and is comparatively easy to defend.

6. For defence against attack by small vessels by night, they recommend:-

Eastern entrance—

3-6-inch guns, Mark VII, emplaced at Pak-sha-wan; 1 on knoll to right of battery, 1 about position of present left hand 12-pr., 1 to the left again of that position.

Western entrance--

Main channel between Belcher's Point and Stonecutter's Island-

2-6-inch guns, Mark VII, already emplaced at Lower Belcher Battery.

1-6-inch gun, Mark VII, to be emplaced in Upper Belcher Battery, on site of present

10-inch gun.

3-6-inch guns, Mark VII, to be emplaced in Stonecutter West Battery.

North Stonecutter's Channel-

2-6-inch guns, Mark VII, to be emplaced at Albion Battery in lieu of the 12-pr. Q.F.

guns now there.

Whether it be decided or not that boat attack is to be dealt with by fixed armament, the Committee recommend no additional armament to the above, to meet such attack.

7. The remainder of the existing approved armament they consider superfluous, viz. :-

2-10-inch, B.L., Mark I, at Stonecutter West.

1-10-inch, B.L., Mark I, at Stonecutter Central.

1-10-inch, B.L., Mark I, at Upper Belcher's.

8. As regards electric lights, the Committee consider that the existing number far exceeds all requirements, as by their instructions, sea-going torpedo boat attack is not to be guarded against.

They recommend the retention of the following:

Eastern entrance--

Three lights, as fighting lights, for the 3-6-inch for Pak-sha-wan.

Western entrance—

Main channel between Belcher's Point and Stonecutter's Island-

Three lights (with 150 cm. projectors), as fighting lights, for the 6-inch guns at Upper

and Lower Belcher's.
