the present Defence Scheme. The regulation in paragraph 6 restricting the entry and exit of ships to daytime only should, however, be at once expunged.
The eastern examination line should for the present run from Belcher's Point Lower Battery N. 2° W. (true) to the western extremity of Stonecutters Island. This line will eventually emanate from the work for two 12 pr. Q.-F. guns near wo. (J.) "/12/Belchers which is about to be constructed. The present true bearing of the wester sent chart b examination line from from Lyemun Reverse Battery to the north-east point of the Lyemun Pass is N. 48° E., but this will be slightly altered when the neighbouring adminally position work for four 12-pr. Q.-F. guns has been constructed and has come into use as the Examination Jsupporting battery.

36. Distribution of Copies of Defence Scheme.-The Colonial Office have referred to the Colonial Defence Committee a despatch from the Acting Governor of Hong Kong,

stating that it is very necessary that a copy of the Hong Kong Defence Scheme should be supplied to the Harbour-master as a member of the Local Defence Committee.
In their Remarks, No. 218 R, dated the 20th June, 1899, on the Defence Scheme revised to December, 1898, the Colonial Defence Committee stated that they were not prepared to recommend an extension of the approved distribution of copies of Colonial Schemes of Defence, as they considered that, with proper arrangements, this distribu- tion should be sufficient to enable all responsible officers to be kept informed of their duties on mobilization, while it is very undesirable that a large number of copies of this very secret document should be in existence.
Under the distribution approved by the Colonial Office, Admiralty, and War Office, ten copies are sent to the Colony, exclusive of copies sent through the Admiralty to the Naval Commander-in-Chief and Commodore in charge. The Com- mittee are still strongly opposed to adding to the number of complete copies of the Defence Scheme; but the arrangements mentioned in paragraph 33 above will, after the next revision of the Scheme, provide the Harbour-master with a printed copy of the portion of it in which his duties on mobilization are fully set out.
