Rock was not included in the British sphere under the convention of 1898, Sir C. Macdonald's instructions (elegraphic) not including it. The Hydrographer informed
18/10/19 his recollection was that at the time of the repociations by tetepaph the Naval ford did not ask for Cap Rock (if because it is practically British already and (4) because they did not wish to appear to be threatening the approaches to a treaty post.
