For reasons given above, it is considered useless to attempt to do more in lighting areas than is sufficient to detect vessels or boats approaching, and to assist in the examination of vessels.

The Committee therefore recommend that the following electric lights should be established, as shown on annexed plans B and C :-

As the areas lit are small and the entrances wide, or only lit from one shore, the Committee consider it essential that the outer beams from Belcher's, Stonecutter's, and Lyemun should be able to search, as above recommended.

(E.)—Heavy Armament.

The Committee consider that as soon as the quick-firing guns are provided all 64-pr. should be removed. The two at Lyemun Central can well be dispensed with, as they are at too great a height, and cover little water. Two of the three at Stonecutter's South Shore Battery it is proposed to
