Memorandum by His Excellency the Administrator to the Captain Superintendent that there is nothing in the rules of the service to authorize such gratuities as he and My suggests to H.E. King London and that I cannot recommend the Secretary of State to sanction them.
Enquire whether I am to understand that nevertheless he wishes the applications to be forwarded by me to the Earl of Kimberley.
