Sir Eliot would in a great measure depend on his own exertions, and the correctness of the observations, in his numerous calculations, and the nicety of the Laws and Principles which he might from time to time propound for the information and guidance of the Mariner, and for the protection of life and property.

I am of opinion that the salary proposed for the Assistant Observer is also too small, and that it should be fixed at about $2000 per annum with free quarters, and that if a thoroughly efficient assistant so appointed, the proposed 2nd Assistant will not be necessary as the larger portion of the instruments proposed to be used will be self-registering.

Mr. Bowdler's observations as to the working of the Royal Alfred Observatory are trustworthy and his remarks on the proposed salary of the Director here are deserving of careful consideration.
