For 1881, I do not understand why the Lunatic Asylum and Smallpox Asylum are referred to by the Governor as what might be called those temporary government institutions.
If this view of the Government Lunatic Asylum is borne out by facts, it would appear to be a matter of doubt whether a new building should be erected at the government expense for 250 inmates.
