I am disappointed at not receiving the report of the Commission on the Central School. The meetings and proceedings of such a Commission are hardly under Executive control. I hope however before long to have an opportunity of considering the evidence taken and the opinions of the Commissioners.

The small sum voted for salaries to Wardmasters of Lunatic Asylum and Smallpox Hospital is for the pay of persons who are provisionally hired on what might be called those temporary Government institutions. Practically the real work of the colony as regards the care of lunatics and smallpox patients is undertaken by the Committee of the Tung Wah Hospital, who do it without any charge to the Government, the expenses being defrayed by the voluntary contributions of the Chinese inhabitants of the Colony.

The necessity for the appointment of an Assistant Superintendent of the Civil Hospital is explained in Dr. Wharry's letter enclosed in Your Lordship's despatch No. 105 of 24th August, 1881.
