I refer to Cargo Boats. That the measure for the licensing of junks has always been understood to be for police purposes.

I think the proposal is to retain the licenses (which were introduced in 1886 for police purposes - viz - to know what junk comes to this port and to keep down smuggling and irregular changers) but to issue them gratis - a somewhat crude duplication.
As they come, European junks and vessels pay their contribution to the revenue in other shapes, and if junk fees are struck off, Europeans may complain that they are subject to double taxation upon their vessels.
A reasonable (table) of Schedule of fees was introduced in 1884/79.
I see that the Junk fees have been reduced from the original rate of 1866. The reason why they shall not bear its share of the burden is not clear.
It applies to sea-going and fishing junks.
It is referred to by Ordinance 9 of 1879.
