By an oversight I omitted to acknowledge the receipt of your second communication, dated the 19th ult., addressed to the Earl of Kimberley, relating to the circumstances under which Mr. J. C. Hayllar was excluded from Government House three years ago, and your proceeding thereon, and the withdrawal of an action for slander arising out of questions you put (during the Governor's absence from the Colony) to the late Private Secretary, and I am to inform you that, in accordance with the Colonial Regulations, your second letter and its enclosures will also be duly transmitted to the Secretary of State.
