Submitted. It was shown me a piece of paper and the Government asked me to attest it at signature. I refused to do so as the alleged writer was present in the Colony and could easily declare his own signature and also because I do not find any authority for my attesting such a signature in my official capacity. W. Low has asked to have my refusal in writing.
