the retractations I did make to
bring about the withdrawal of
that case,

I was, from first to
under the instructions
and with the approval of His Excellency the Governor, that in allowing
the case to be withdrawn
I was sacrificing my
interests which demanded a
public inquiry
to the interests
of His Excellency the Governor,
and that, having made this
sacrifice,
inquiry of

to vindicate my
conduct.
In order, therefore, that
I may not unjustly be left under an imputation of which I desire
to clear myself, I beg

to appeal to the Executive Council
for an immediate and detailed

this might be done without reference
to Mr. Johnson's having declined to prosecute me before

Council, because, if the statements
have above made can be called
into question, this Excellency the Governor is free to frame this
charge against me that I deliberately and officially stated, as I do

state in this latter, that in certain statements to Mr. Johnson
and in making
certain retractations
to Mr. Hayllar I was acting
