the revenue (without the
imposition of any new taxes) has risen from
$885,308 four years ago, to $1,309,428 in 1881.
Compared with the
year 1880, the increase in the
revenue in the last twelve months
was about a quarter of a million
of dollars, that is an augmentation
of twenty-five per cent of
revenue in one year.
This increase is not merely owing to the purchase of
Crown land for commercial and manufacturing purposes, but is to
be traced in the details of the general security and prosperity of
the Colony.
The expenditure in 1881 $895,985, showing a surplus in
the Treasury transactions of the year amounting to $410,442. This surplus
was obtained without any attempt at unduly curtailing the necessary establishments and services of the Colony. Compared
with the year 1880, I sanctioned a moderate increase in
the charges for Education, for Medical and Sanitary purposes,
