I have just heard that ... applies for leave to prosecute and that Sir Richard ... made a minute on the document to the effect that there was a despatch from the Secretary of State to the effect that Shanghai Officials should not take any notice of newspaper criticisms here unless instructed by him to do so.
I will look for the despatch tomorrow morning.
