7. This general instruction the Governor frequently enjoined upon me with special reference to the Members of Council to whom he requested me to explain the facts and to show the letter containing Mr. Hayllar's complaint against the Governor and the Governor's covering dispatch, both of which documents the Governor handed to me for the purpose.

8. I hesitated carrying out this general instruction unless any of the persons named to me should take the initiative and put questions to me on the subject. But the Governor repeatedly asked me whether I had carried out his instructions and when I told him that I had not had an opportunity he told me to make an opportunity.
