who subsequently approved of my having made them, and secondly that I believed it was necessary in the Governor's interests to make these statements as directed by him.

And first, I beg to observe that the statements which I made to Mr. Johnson were the statements of the Governor himself, repeated by me to Mr. Johnson in pursuance of repeated and urgent instructions of the Governor who subsequently approved of my having made them. In support of this observation, I have to mention the following facts.
