making certain statements to Dr Johnson and in making certain retractions to Mr Hayllar I was acting throughout under instructions. If his Excellency the Governor would frame and specify any such charge or charges against me,

I could consider that I have at last the

opportunity

of vindicating

my conduct, my character, and my

position in the Service, called into question

by Dr Johnson's letters.

to the second part of your

letter which invites me to make such

observations as I

may think fit on documents sent by Dr Johnson for transmission to the Secretary of State, I beg to be permitted to delay making the observations called for until I know whether the above appeal to the Executive

Council will be entertained and an inquiry held, as in that case the observations I should make had better be laid before the Right Honourable the

Secretary of State as part of the

proceedings in the whole case.
