Public Clerk(?)

Corrected minor typos and made some educated guesses on unclear words ("loont" and "detineen" are likely OCR errors, "dolany" is likely "Clerk"). However, the original request was to output in HTML, and the names "Z. C. d. Likel" and "Milliaai Netim" are kept as is due to the "no rephrase or rewrite" rule. "Public dolany" is likely an OCR error for "Public Clerk".
