Hongkong 19th December 1881

My Lord,

Your Lordship,

REG 13 FEB 32)

With reference to my letter of 10th instant, in which I directed Your Lordship's attention to the circumstances attendant upon the institution and withdrawal of a suit for slander in the Supreme Court, Hayllar & Leitel, which are, in my opinion, dishonouring to the character and injurious to the efficiency of the Public Service, I have now the honour to enclose herein, for Your Lordship's information, copy of a communication addressed to me by the Acting Colonial Secretary on the 13th inst., and copy of my reply thereto, dated the 15th.

I have the honour to be,

My Lord,

Your Lordship's most Obedient, Humble Servant,

Fulkeley Johnson

The Right Honourable

The Earl of Kimberley,

Her Majesty's Principal Secretary of State for the Colonies

London.
