up some years ago by the Colonial Surgeon. These destructions were cancelled by Governor Hennessy two years ago because His Excellency considered them expressive to the Chinese, and because they did not conform to Chinese ideas of what the duties of a Nuisance Inspector should be. Many months after Governor Hennessy abrogated the destructions, Lordship felt the natural surprise and regret with which the Colonial Surgeon and myself learnt that Governor Hennessy was ready to sacrifice even the Public Health of the Colony in deference to the prejudices of a body of natives whose methods of life, personal habits, and customs were even devoid of the first rudiments of hygiene, marking them unfit to prescribe for the European community.
Upon my application for some sanitary code in substitution, His Excellency directed me, in an official letter (copy of which I will duly submit), to call on the Reverend Dr. Eitel, who, in consultation with the Chinese community, would give me my new instructions.
5. I further attach marked D, a copy of the Gazette of 28 March 1878, containing correspondence officially sanctioning the building of several dens by the same individuals to whom I was referred on 27 July 1878 for my new Health Rules.
