The proposed prison scheme is expected to contain not more than 430 cells, but should be capable of extension hereafter if necessary. Initially, the cost of carrying out certain features of the final scheme is estimated at $250,000; that of building a prison at Stone Cutters Island for 760 separate cells is estimated at $880,000 (from which the amount to be realized by the sale of part of the present gaol has been deducted).

There are objections to maintaining separate prisons. I am, however, inclined to agree with my predecessor that separate prisons should be retained. If a new prison of 760 cells, costing $380,000, is built at Stanley Island, the whole of the existing prison will not be retained.

Before coming to a final decision, I should be glad to have your views on the matter. It is not considered right to permit mixing of prisoners in so small a colony, and if a new prison is erected on Stone Cutters Island, no more of the existing gaol should be retained than is sufficient for an auxiliary court house.
